SEPAC, the Small European Postal Administration Cooperation, brings together a group of independent European postal operators with the shared goal of promoting philately and supporting the unique needs of smaller postal administrations.

About SEPAC

SEPAC stands for Small European Postal Administration Cooperation, an organisation formed to give smaller European postal authorities a stronger collective voice and a platform for collaboration. Its purpose is to exchange expertise, coordinate philatelic initiatives, and highlight the cultural and geographic richness of its members. Today, SEPAC includes 15 members: Åland, Alderney, Faroe Islands, Gibraltar, Greenland, Guernsey, Ireland, Isle of Man, Jersey, Liechtenstein, Luxembourg, Malta, Monaco, SARK and Vatican City.

Joint Stamp Issues

A hallmark of SEPAC’s work is its annual joint stamp issue, where participating members release stamps built around a shared theme. These themes have ranged from scenery and animals to culture, craftsmanship, and traditional markets, offering collectors a cohesive series that celebrates the diversity of Europe’s smaller territories. The first joint issue was released in 2007, marking the beginning of a tradition that continues each year.

How SEPAC Began

SEPAC’s origins trace back to 1994, when philatelic agent Paolo de Rosa began organising yearly meetings for the small postal administrations he represented. These gatherings created a space to discuss shared challenges and opportunities in the philatelic world. After de Rosa’s agency was sold, the postal administrations chose to continue the collaboration independently, establishing the first official SEPAC conference in 1999. From there, the cooperation grew into the structured organisation it is today, maintaining its focus on partnership, innovation, and the promotion of high‑quality stamp issues.

Become a Member

The criteria for membership of the SEPAC group of Post Offices/Postal Administrations are:

  • The Post Office/Postal Administration must be located within Europe
  • The Post Office/Postal Administration must be independent
  • The Post Office/Postal Administration must have a small home market with more than 50% of its Philatelic customers living outside its own country.
